Blough finished his college career with 9,734 yards passing, 69 touchdowns and 43 interceptions in 37 career starts.
He threw for 3,705 passing yards with 25 touchdowns and 10 interceptions last season.
The Browns depth chart currently features three quarterbacks: Baker Mayfield, Drew Stanton and Garrett Gilbert.
Former Carroll and Marian standout tight end Brandon Dillon plans to sign as an undrafted free agent with the Minnesota Vikings.
