AT FAULT: A South Korean government agency said that working at a Samsung factory caused the breast cancer of a worker who died earlier this year.

RARE DECISION: It's only the second time the Korea Workers' Compensation and Welfare Service has recognized a link between cancer and Samsung's chip plants.
