Changes in Logansport after disagreement

Logansport, Ind. (WLFI) -
After some disagreement within the city of Logansport, Mayor Ted Franklin makes some changes. 
 
To use tax increment funds or city seed dollars to develop a movie theater in town was the question. 
 
A question that Logansport city officials and redevelopment commission members could not agree on an answer to. 
 
"The disagreement was over the theater. Whether to spend seeded money or TIF money and the TIF money is for a certain area out there," Charlie Hastings said. 
 
The disagreement stems from the idea of using $225,000 of the city's TIF funds to pay a private developer to build a movie theater in Logansport. But not everyone on the redevelopment commission agreed this was the best idea. 
 
"We felt that based upon the law, and everything that we knew about it, that money should only be used for improvements that would be public in nature," Allen Schieber said. "Sidewalks, streets, curbing and sewers and water lines is what it should be used for."   
 
Commission members Judy McNarny and Paul Kroeger tendered their resignations after talking to Mayor Franklin and not agreeing with the city's decision to use the TIF dollars.
 
The mayor's third appointment, Allen Schieber said he received a letter notifying him his services were no longer needed. 
 
Since then, Mayor Franklin replaced them with three councilmen that said they would agree with using TIF dollars.
 
"Me and Bob Bishop and Joe Buck were appointed," Hastings said. 
 
"The commission never opposed the movie theater in any way shape or form. It was just using the TIF dollars for what the mayor and the council want to do," Schieber said. 
 
"Honestly it came down to either providing the funding mechanism we described or losing the project and we need the project. We need the investment in Logansport," Mayor Ted Franklin said. "We feel that it's going to generate more than enough money in a couple of years."
 
The council was scheduled to appoint two more new faces to the Redevelopment Commission Wednesday evening.
