TERRE HAUTE, Ind. (AP) - The Terre Haute police chief says he's reviewing how officers handled a domestic battery case involving parents who've since been charged with restraining children to beds with duct tape and depriving them of food and water.
The Indianapolis Star reports that officers went to the home of Larry and Nikki Russell in May and took him into custody and confiscated a handgun, but didn't follow city policy and contact the Department of Child Services.
Police Chief John Plasse says he doesn't know why that wasn't done.
Not guilty pleas have been entered for the Russells on child neglect charges filed after police say a 17-year-old boy escaped from their home last month.
Child services spokeswoman Stephanie McFarland says it depends on suspected abuse situations being reported.
